2 dead fuses and no instrument cluster lights

Just to cover all bases couple of obvious questions. 1 was the headlight switch in the on position when you checked the fuses for power? 2 is the dimmer switch turned all the way down?

The fuse is upstream of the switch. It should be receiving power based on key position, or always hooked to power depending on the circuit.
