1st half tank of fuel was 11mpg.

That'll be about your best. I have gotten around 12mpg once on a 100% highway trip, several hundred miles, no cargo except me, when I first bought my Burb in Indiana and drove it back to Illinois. Otherwise normal 70% highway /30% city commuting that I do gets me around 10mpg average. Towing my 9500# trailer is around 6.5 or 7mpg if I have a tailwind!
Ah yes, valid clarification. Forgot when I typed that yours is a 1999. I've wondered if opening up intake and exhaust would increase efficiency... although for a daily driver I actually prefer quieter stock exhaust and don't want anything loud.
