most of the time you send the PCM out to the tuner with info on what you want done and they do everything and mail the PCM back to you, when you get it, you can plug it in and go.
its up to you if you want to do your mods first or not. most mail order tuners offer free updates, so you can usually send the PCM back for alterations with future mods, but thats something you'll want to discuss with your tuner...
as far as who to go with, there are quite a few out there. whoever you talk to, make sure they understand it is a 1996 PCM, which requires different software to program than the 98+ ones (its a long story, just make sure they are fully aware it is a '96 PCM)...I know the admin here, Mike, does tuning, however alot of his tuning is autocal based (which doesn't work on the '96's.), so you might want to contact him about that.
