‘91 C1500 with a 5.3, cam position sensor trouble

I’ve got a 1991 Silverado with a 5.3 from a 99 Silverado in it. I’m getting a P0341 code and it sometimes takes a few turns of the key to get the engine to start up. I swapped the cam position sensor and am still getting the code and funky starting. I toned out the wiring between the PCM connectors and the cam position sensor connector and all three wires tone out good. Also, with the truck running I’m getting 12v when measured on the C pin of the cam position connector using the B pin as a ground. Any ideas what I should try next? Could I have gotten a bad sensor when I replaced it? Could this be a PCM issue?
