Another update: put in a new brake switch, problem still persists, leading me to think one of the communication wires from the abs module to the pcm has gone bad, suggestions?

What scan tool are you using? Does it communicate with the ABS and the transmission?

I’m using a Launch Millennium 90 Pro, I’ve never used it before to read abs codes on my truck but it reads abs codes on my dads 99 Tahoe, and this scan tool does read transmission data, the pcm commands 4th gear and the pcm believes im in 4th gear after the command
Check out the data stream on the ABS. While you're in there, look for pending and history codes, too.
Do you have input shaft speed vs. output shaft speed? Do the two speed sensors indicate that the trans is/is not in OD?

SOLVED: One of the power wires from the abs brain to its fuse had a loose connection, causing the occasional operation of 4th/cruise control
