1995 c1500. Bad ecm?

So ive had a code 22 for low tps voltage which I had been messing with for a while eventually figured out theres a seal you need to get accurate reading. so im getting proper voltage at the sensor and back probing the ecm connector i disconnected battery for about 5 minutes ran and left key on...

Throttle position sensor

alright so here is what I have done first i replaced the sensor then after that didnt work I tested the connector gets 5v good ground and i jumped 5v to signal and got tps high voltage code I checked the wiring best I could and still no luck so im just kinda stumped on this one

Need help with TPS

no change gonna find somewhere else to ground them thermostat bolt was very rusty. question though would the grounds affect the signal coming out of the TPS when cause Im testing at the tps and getting a low signal voltage.

yeah i have tested at ECU now that i think about it though those grounds at the thermostat housing (three i think) were cut for some reason.
