It's just that legendary GM quality. I've seen it on a couple trucks, usually not something to worry about.

When that happened to me it really was the shackle bushings. I had to take them out and center them in the shackle, they came off-center when I bought the two together.

I replaced both shackles but not the bushings in the springs,as they looked relatively good. Are you saying they could be the culprit?
