What's on my chrome wheel??

I recently bought this 98 k1500 and one of the chrome wheels has speaks all over it. I initially thought it was over spray so I rubbed paint thinner on it with a cloth and did nothing... next I tried Never Dull metal polish= nothing.. Anyone know what this is?
Should I step it up to acetone?
Cost of wheel is =$270-300 so not trying to ruin it. Haha

I'm on mobile right now so it's a little hard to see the pictures, but it looks like the chrome might actually be pitted and worn away.

So weird because there is no texture difference. It's all smooth

yeah, looks like pitting or a bad chrome job from the factory that isn't lasting.

Kinda looks like it could be a pvd wheel with the pvd coating coming off
