I used a rubber gasket that came with my chrome cover and didn't oil it or use RTV and I've never had a leak.

i just hand tightened the bolts to spread the sealant then after it dried i tightened them down to torque specs

the rtv i use by the time you get the fluid ready and what not it is dry

I have a Hummer H2 cover and the gasket that came with it, it's one of those reusable molded gaskets like a tranny pan uses.
