Odd surging problem with my K1500

I've been noticing lately that my truck has this odd surging/ pulling while driving my truck, after about 1500 RPM it drives normally. I was thinking that I could be the fuel filter. Any ideas? could it be the trans? Thanks

I'm thinking it could be the EGR staying partially open, open EGR at low RPMs will bog it down terribly. Checking for that is pretty easy, disconnect the vacuum line from the EGR and plug it, if your problem goes away, leave it plugged until you can get a quality EGR. You'll throw a code after a little bit of cruising, but it's fairly harmless in the short term. What year is your truck? you said it's a K1500, so i assume 5.7L?
