I'll be honest here. I have fixed worse but it involved stud welders, Tac-n-Pulls, a MIG. A Morgan Nokker, an oxy torch for shrinking, multiple hammers and dollies , a mud hog, an air file, multiple sanding blocks, access to a large air compressor, and a metalworking skillset that didn't develop overnight.
Just a basic materials list of a few grinding discs, several different grits and types of sandpaper, body filler, polyester glaze, and primer can run a couple hundred and if you don't have access to the tools you'll need those.
Not to be discouraging but t's hard to fix something with nothing.
Most body guys would cut that panel off and replace it these days
