OK, from the look of the heat fins on it I assume they add some load resistance in there to keep the wattage around what a halogen bulb would be. This would fix any otherwise issues with lamp monitoring circuitry and keep the loads and currents within what any monitoring would expect. If the OP has bulbs like that then what I thought was the problem is not the problem.

i haven't had a chance to look under the dash , but my DRL's have had the number 15 fuse pulled . so they don't come on

What are DRL's ?

Stands for Daytime Running Lights. Keeps the low beams on (at a pulsed voltage so they're not as bright) even during the day when the headlights are switched off.

To OP, get these will fix ur issue. Put a coil on each led bulb wire, double wire through coil if long enuff. I have been using cheap LEDs for years and I don't really use FM in my vehicles but first time I did I heard the "bzzzzzz". Been using these ever since and putting them on my coustumers cars too
