I am going to buy a 94-98 chevy grille and headlight kit for my 89 chevy. I know I need the filler panel for the bumper and the fender extensions but do I need new bumber brackets and if so do the newer brackets just bolt right up to the frame in place of the old ones?

No. You don't need to change bumper brackets, you may need to slide the bumper ahead a bit to allow clearance for the new lower filler piece. But you should only need the grille, head lights, parking and corner lights, and the 3 filler pieces!

To do it the right way you need to get the inner bumper bracket's for the 94+ grille, the outers are the same. the 94+ bumper is more out and down slightly.
