Bedliner or new paint?

Hey Everyone.
Been reading the site ever since I got my 95 1500 last summer and am looking to spend some time working on the body starting this summer
to get it looking good. There is some rust on the lips of the rockers and rear panels and am wondering if, for the most part dealing with surface rust, a good prep, prime and spray will clean up the ugly mess. One side has some pretty bad rust that would need complete repair but the space is less than a square foot so not sure what to do there. I've seen a lot of forums and pics of bed liner for the panels and wonder if that is a good way to go or to stick with paint. Eventually I would like to re=paint the whole truck from its stock red to black but am at a lose as to a starting point.

Love the site, will keep checking out for more tips and fixes.
