Another peeling paint question

I have a couple of these spots in various places(fender, door) on my truck. What's the best way to deal with these spots? My truck needs a respray, so starting to work on some of the prep work. Any paint prep(for respray) tips would be appreciated as well. TIA

It looks like it's starting to delaminate although one spot picture doesn't tell a full story. In cases of delamination most times the entire panel needs stripped to bare metal and you start over with primers of which there are various choices and methods involved.

Any paint work is only as good as what it's on top of. If you paint over delaminating paint it can continue to delam taking new paint with it.
