"OBD 1.5" is not an official specification. It's more of a nick-name.

So, no, there's no such thing (officially) as OBD 1.5.

They certainly use the OBD2 connector and software revisions on some or all GM "W" bodies in '95. I don't know about GMT400s.

I seem to remember I think it was @someotherguy who mentioned some 95’s with obd2 ports, but were obd1.
