BBP cannot tune a 1996 black box.

They absolutely can, just not in person or via AutoCal. Standard mail order tunes only for 96 and 97.

I know people have done the swap before so how or where do they get theirs tuned? I tried the dealer they wont touch it

All the places I listed in my first reply to you will do it, including Black Bear. Just contact one of them.
