4wd fues and wiring on a 2WD? (Stupid question)

I wondering about this today but why would a 2wd truck from the factory. Have a place for the fuse and wiring. Is it one of those goofy gactory mistakes?

Does it have a powered terminal? Does the wire loom even connected to that slot? Some parts are produced that fit every model regardless of actual options installed. So it's probably cheaper to just make 1.6 million the same instead of half and half. And c model wouldn't have wiring installed.

It's cheaper to make one fuse box and wiring harness for all trucks and then leave out that fuse and the 4wd components in a 2wd truck.
