Guess it was just an extra step that they didn’t want to do during manufacturing. That and any drum issues would probably have occurred outside of warranty so there was probably little reason to spend the money on the rubber plugs.

It has been a while but if anyone is interested the brake problems seem to be a permanent character of that vehicle and it has too much else wrong to be worth fixing.
It has had at least 3 sets of ball joints in 40,000 miles and the steering is currently loose and the brakes are still bad although not as bad as when i was driving it.

It has been worked on by the "best chevy specialist" in our area and several other people and no one has come up with a satisfying explanation of the brake problem or been able to fix it.
