1994 rcsb drivers side rear parking brake cable?

I have 2 1994 rcsb chevy automatic 5.7's . Both of my trucks the drivers side parking brake cable is not in the wire type bracket that supports the passenger side cable up on the frame.The drivers cable just hangs there and is not in the wire bracket at all , it seems to me like it should be in the wire frame bracket with the passenger side cable but with rear droop it might not be long enough.

I installed it in the wire bracket and jacked up the frame and it isn't long enough with axle droop to go in the wire bracket ,so i guess it just hangs free .
