Fuel Relay Voltage?

So my problem is the fuel pump not running at all, and I'm chasing down electrical gremlins. I've been reading a lot of other threads with helpful ideas, but haven't found this answer yet... What is the correct voltage reading for the orange wire on the fuel relay? I'm getting 12v with...

What is this tube on a '94 sending unit?

Replacing the sending unit on my '94. In the attached picture, the bottom tube is a vent, then above that is the fuel out, then above that the return line... What is the top tube that has no fitting on it (red box)? My truck does not have anything hooked up to it currently.

Can't Load Torsion Bar?

I'm finishing up a front end rebuild on a '94 K1500 plow truck I bought last fall. The passenger side torsion bar key is hanging below the cross-member, and it's pretty much impossible to load it enough to get the retaining bracket back in. I was cranking on it pretty good and wound up stripping...
