Yeah, I'm going to keep driving it regularly and see if this kind of just works itself out (or, more accurately, the air works itself out over time). It may be as simple as that and I'm just crying wolf.
The suspension is in excellent condition, as are the tires. I think the twitchy (which, to be clear, I didn't think was dangerous or anything, just not ideal - and of course I had to mess with it . . . ) was a result of the 1998 pump giving more assist, and without the functioning EVO it felt...

I found it twitchy on the highway (with EVO, or perhaps EVO was failing and that is why it felt twitchy). The reduced flow is better feel everywhere - it seems - except occasionally - not even all the time - when parking. I'm happy with the tradeoff.
Good question. I'm keeping an eye on it - no adding fluid so far and Ive driven it a bit. Also, I had it in the air and did a bunch of cycles after the pump and line changes to try and get the air out before the wheels were on the ground.
Interestingly, I just got in it on a cold startup...
1998 K1500. Stock suspension and tires - nothing crazy. Power steering pump was going bad (weak and erratic at low speed - and I think the EVO was also going bad). Bought a 1998 pump (not sure if that was the right decision, or if I should have bought an earlier unit), didn't put the EVO back...
As dumb as this sounds, for a fuel pressure issue, check the fuel filter. I had a lot of the same symptoms, and my fuel filter was only like 10k miles, but it had collected a lot of stuff and was preventing good pressure.
I'll answer my own question on this one, and provide some words of warning on how this came to happen.
So the solution was that I, and others, missed that the load in my 0411 had Long Term Fuel Trim (LTFT) off and Closed Loop Enable were effectively off. LTFT by disabling it, and Closed Loop...
I've had an 0411 in my 98 5.7 Vortec for awhile - but I was in Florida and didn't have emissions. Recently swapped to 4l80e and completely reloaded the computer.
Now I'm back in VA (where there is emissions), and I'm trying to get it tested, but they won't test me because I have 3 "Incomplete"...
That strip by the dash i ended up ripping out and not replacing because it was destroyed (i wasn't taking out the dash).
And I had to take out all the rear plastic as well. All of which is fragile and a lot of things broke - especially the piece in the rear ceiling.
Its not a job to rush...
For anyone wondering why every diagram they see has an outer rocker panel and an inner rocker panel, but when they look at their third door truck with rusty rockers they see an outer, inner, and something in between . . . You're not crazy.

Update / reviving the thread. Everything is now in (cold air intake, and exhaust system finally done), and with that done I finally got the 0411 MAF tuned (figuring that out took a lot of youtube watching . . . and a lot of the videos out there are on much later ECMs, so figuring out what...
New long block with all the same externals (plugs, wires, tune, etc.) solved my issue - so it had to be something with the block.
I'm guessing it was the valve issue mentioned earlier in this thread.
Eventually I'll pull the head to look at the #4 valve issues - but I'm guessing that was...

I may end up making my own inner, like you said, or just extend the single cab one I bought if adding two together doesn't work. No one will see it.

My passenger inner and outer rocker are toast.
Quick questions about what seems to be an intermediate panel between the inner and outer.
