Why don't you want to drill a hole? If its about rust then just drill a hole, paint it, and add a rubber grommet. That's what I did. You could also remove the rubber boot around the steering column but it is kind of hard to do and it will not look well done. Another more difficult option would be to run it through the heater core, just dig out the foam and find a way to wiggle it through, this is a lot more difficult, than drilling a hole though and probably a really dumb idea since it will get really hot lol.
How thick is the firewall to drill and can you provide a picture of easiest place to drill through firewall on passenger side 98 C1500?

It is really thin maybe a little thicker than 18g, a cheap drill bit will get through it with no problem. The best location would be near the steering wheel since you can access much more space, just being careful not to clip any wires. I would not recommend the passenger side since its harder to make sure you don't clip anything. If it has to be through the passenger side, then just under the heater core there is a perfect area (not in the heater core enclosure), it will be harder to drill because of the space but possible, be careful if you are running any headers, as this area can get close to them and can heat up, additionally, there might be a heat shield in the way depending on where exactly you drill through. From there you can just run the wire under the carpet, the hole will not be visible from any passengers so it hides away pretty nicely. Once I get back in town I'll be able to send those pics.
