+1 on the elbow. It keeps wind from blowing the condensation back through the gap in the firewall. Was just discussing this on another forum a couple weeks ago; dude's elbow was missing but he fixed it by shoving a little bit of hose onto it.

Re clearing out the hose. I just cleaned out my windshield washers (right side was clogged). I found an air gun and 100 lbs of compressed air to be very persuasive in this project. It now works like it should. I expect the drain will behave the same.

Yes there's supposed to be a little rubber elbow there. First 99 Burb had lost its elbow. The truck came off a ferd dealer used lot. They didn't know what it was, just that the floor would always be damp on the front passenger side. Stupid salesman "accidentally " spilled his coffee on the floor to cover it up. We found out about the elbow later from an air conditioning mechanic. Got one and put it on, fixed the problem. When next I get to the treasure yard, I'll see if I can get a couple of spares. That, ash trays for the doors, radio knobs, heater switch knobs, all that little stuff that's hard to find.....

How can the drain tube be cleaned?

Sounds like the drain tube is clogged. You can look up cleaning out the HVAC box as there's very likely a whole lot of crud in there. In short though you'll pull the blower motor and reach in to clean out as much as you can; it's cramped quarters.

The drain tube is the plastic nipple sticking out in the engine bay right next to where the heater core hoses attach at the firewall. It may still have a rubber elbow attached to it. Careful probing with a stiff wire may dislodge whatever is clogging it up, or some compressed air.. if it's leaking inside your truck though it's probably pretty clogged.

That rubber elbow needs to be there, or it will pee on the floor. Our other '99 Burb was doing that when we got it(Ford dealer used car salesman "accidentally" spilled his coffee in the truck when we were looking at it on day of purchase). Replaced the elbow (think they were still available from GM then) and the problem stopped....

Thanks for the info, will look into it,that might be the issue since truck was parked for a longtime...something weird to mention is that i found chunks of solid mud all over the engine compartment

Thanks for your input...just checked and it only has a small tube poking out the firewall but no elbow?was the elbow placed from factory?

Probably mud dauber nests?

The elbow is there to keep wind from blowing the water back into the tube. It's just a short 90 degree rubber elbow that aims it down towards the ground, presses right onto the tube. Many of them are missing by now to no ill effect, though they exist for a reason, and I do believe I've seen a couple people mention interior water leaks from the drain as the wind can also push the water back and it gets past the foam rubber seal between the heater core lines and the firewall.
