Upper Control Arm "Knock Out's" Question?

Knock-outs are out, now...do you install "two" of the new special eccentric bolt/washer jobs in each upper a-arm, or just one? one "pair" of them per a-arm, right? thanx

...then...question number two? lol ...whats the best to reach those damn bolts to adjust them? tire on, or off, or what? thanx again.

You need 4 total bolts, 2 eccentrics per bolt. Both of my trucks came with the bolts and eccentrics, strange yours didn't? I always adjust the bolts with the weight on wheels.
