Tc unlocking and locking?

Hey guys 98 silverado 5.7 vortec 4l60e while im just cruising holding the pedal in one place sometimes my tc locks and unlocks like on off on off on off over and over until i hit the gas harder or let off is this my tc lock up solenoid??

Sounds like it. Could also be a partially failing brake switch. Does your cruise work?
