Stupid frame question

Hey all, I have a stupid question... what would you call number three in this diagram besides a front crossmember? Mine is cracked where the tubing meets the crossmember on my suburban and I’m looking for advice on how to reweld back together.

Not sure what the "correct " name for it is but I've seen many of those tubes crack and break where they weld to that crossmember. I would think cutting a sleeve to fit inside the tube and weld it there and then to the crossmember. Luckily mine isn't broken on my 99' 2 door Tahoe. Good Luck!
