Kinda depends on your smog rules, but I bet an HT383 would pass with flying colors and be a pretty decent motor

I should say smog Vortec. Haven't liked how the Vortec is detuned

Didn't look at anything but price and there hp/tq numbers but those numbers cant be with stock bolt on's can they

Yes, 370 H.P. using your original stock parts. I know someone who put one in his 98, and its a beast. I want one for my 97, but my 5.7L (350) still runs to good to replace it just yet.
