NV4500 Rebuild Trouble - Countershaft won't fully seat

I'm rebuilding my NV4500 and when installing the countershaft, the rear bearing sits proud of the case. Shaft spins freely until trying to tighten the bearing retainer plate and then it binds up. Bearings are Koyo brand. Bearings and bearing cups are all pressed in correctly. I'm stumped at this point and any help is greatly appreciated.

What a chump...

Turns out I had my bearing cups swapped by accident. Now I'm just waiting on my shim kit to set endplay and this thing should be good to go.
