No turn signals!! Need help.

So I just bought a 1996 Chevy gmt400 yesterday. No turn signals but the hazards work and for some odd reason they show on the dash whenever the brake is engaged. Was told by the owner that the multifunction switch will need replacing. Well I decided to look at the fuses/relays by the E-brake and I see this!! Can anyone explain to me why they might have done this? I was going to check out the Relay for “Flashers” but clearly it’s not there.

Horn relay is there but no flasher .

Can anyone explain to me why they might have done this?

Because they wanted to sell the truck and they thought they could make a quick hack fix for a quick sale.

I'd hit up Pull-A-Part and try to find the right connectors to splice in.
