It's possible, a compression check might tell you. Could be a lot of other things too.

Not always, I had a broken in half spark plug that threw no code, had a shop test for a plugged cat and he found it for me.

OBD-1 may not set a code. OBD-2 probably would.

There's thirty things that can cause misfire. I'd want a scan tool connected to look at the data stream, a fuel pressure test, and if possible an ignition oscilloscope to view the secondary ignition voltage.

Of course, there's always the Three Sisters of engine diagnosis, which works wonders for finding misfires especially if it misfires at idle: Compression test, cylinder leakage test, and cylinder balance test.
