Leveling question

Got a question with leveling. Do front and rear fenders have to be the same to be counted as a level, or do the front fenders have to be higher than the rear fenders to be counted as a level? My 97's front fender measures 38 inches and the rear measures 37 inches. Tried searching about this, but have not found anything about fender measurements.

I would think it's all personal opinion, is the body level and the wheel wells not, is there a happy medium?
