Does cruise harness come with switch?

My cruise control stopped working, and I suspect the wiring as that seems to be a common problem. I want to get a new harness before I take it apart but I am having trouble finding one. I saw this unit on ebay.

Is this the cruise wiring as well? I just replace the whole unit?

the wiring you see in the picture is the cruise control wiring
