Can anybody identify this?

This clamp that appears in the shape of a c is really loose and rattles a lot. The other side is tight but this side is loose. How can I fix this?

The only remedy I've run across is cutting it off and replacing it with a bolt-on clamp. This route enables you to leave everything intact while doing the modification. They keep the leaves aligned so you don't end up with silly axle wrap while drag racing your buddies...
