Bumper & Bed ...interference

When I got my truck it had a roll pan. It was beat all to so I cut it off. I also had to take the bed off several times to deal with fuel tank,sender, and pump issues.

A couple years ago I snagged a rear bumper from a 97 that had the bed removed. It sat until now, when I finally enlarged two frame holes. But it look like I need to lift the bed up to get the bumper brackets in (or maybe i should put the brackets on first?)

What's the easiest way to get this bumper on?

Brackets first, or at least just loosen them should be enough. I've removed plenty of them complete with brackets, while bed is attached. It just takes some wiggle.
