I don't understand what you're asking. do you mean like with what software? I use EFILive to tune my 411 PCM that is in my '96.

There's a spreadsheet available to show which wires go where and you just pull the wires out of the original plugs and insert them into the correct locations in the 0411 80pin plugs.
Yes..OBD2. Efilive (best), Tunercats or HPTuners are all able to be used to tune it.

so once installed the pcm has to be tuned right? it wont run just swapping out the computers?
