If it's dripping around the front bumper, probably so. Another thing about these plastic tank radiators is they have gaskets between the tanks and core that shrink and cause leaks. My previous 99 Burb ...!

I’m thinking it’s something like what you said or what this person experienced.

Update! Ok so I did end up getting a new radiator and all is well, then the brake lights stopped working and brake pedal honestly was a little spongy... ended up doing new front brake lines and brings my total in the suburban now to about $5000. I love it. I drive it 5/7 days a week and got some feedback from the original owner who built it and paid cash for it! Check some photos out.
