1996 Chevrolet Tahoe Emergency Brake

The emergency brake on my 1996 Chevrolet Tahoe is seized up in the release position. I cannot get it to engage, much less even push down any.. Any ideas of what the problem could be?

I would look at the pivot point of the pedal. If its frozen and not budging at all, sounds like its right there by the floor. Are your cables in rough condition or brake drums?

USUALLY it's the cable(s) that have seized.
