Why not just put a 350 from your year truck in? Not sure if you can use a vortec engine from 96 up but that would be the way to go. I'm sure itd be easier on the pocket book too.

more head options with older intake style, GM std 260 hp is $1600, TBI $1800 VORTEC $2000. I have std sbc intakes and parts already

A stock vortec 350 with headers and a tune will put you in the 250-280 hp ballpark. You can't really get around the tune part if you want to make more power than stock.

Stock 305 TBI system on a 350 will definitely require mods. First would be 350 injectors (61 lb/hr) or bumping fuel pressure to supply enough fuel. You will also need a custom chip for the EGR delete and any fueling changes because of the carb intake. With some fueling and timing tweaks, I think your HP numbers are possible.

87 or newer block would be good because of 1 piece rear main seal and hydraulic roller cam compatible. Mild hydraulic roller cam, heads updated with matching valvesprings. TBI intake bolts to pre vortec heads IIRC. Stock distributor with a melonized distributor gear if running HR cam. All stock sensors installed for computer.

Definitely will need a chip burned to run right and to get maximum efficiency/power.

TBI intake will only fit 87-95 TBI heads. The intake bolt holes on 86 and older heads are at a different angle.
