Hey man I think you have a plugged cat.You can do a quick test by taking the oxygen sensor out and going for a ride.That little hole will uncork it enough to tell the difference if its plugged.Dont drive it far that exhaust can burn anything near the hole.If its sluggish but runs...
Looking at diagrams posted the short is one of two places:
1)Between ignition switch and IP fuse block where the 10 amp is.(very unlikely but possibly rubbed through on sharp dash or steering column bracket)
2) most likely between the underhood plastic starter relay and starter solenoid.again...
The red wire from the 40 maxi fuse also supposedly breaks off and goes to the starter relay.
This one I was talking about,not triggering the relay.If I get a chance tomorrow I'll look up a wire diagram.
Do you have access to an amp clamp by chance ?I can give you a few tips on tracing shorts...
Did you say the heavy wire feeds the relay fot the starter,not just the trigger for it?Have you tried it with that relay pulled out?when you hot wired the starter the wire was removed from it right?Now don't hate but is that starter wire bolted between the starter and block or otherwise pinched...

Runs smooth just too low?First thing would be the Idle air control.It's job is idle speed.Running rough is a different story.I mean if you hold the pedal at like 5 or 600 rpm is it smooth or no?The IAC may be able to be cleaned too.
