    So I fixed the problem. When I replaced the shoes and the master cylinder I failed to put any grease on the backing plate at the points of shoe contact, and there was some rough places from rust I had not cleaned well enough causing the shoes to now move freely.     I changed the speed sensor and it did not help the problem. Is there any connectors or other termination points between the speed sensor and the cluster?

    As it turns out the speedometer doesn't work either. It was stuck on 45 mph, which is the speed I happened to be going on my initial test run in my neighborhood.
