For Sale my 1995 GMC C1500. I unfortunately have to get rid of this due to things beyond my control. Health and family. And moving out. Maybe too much information but it is the truth. It runs good, and was to be my next swap. I planned on driving it for a while, but I got a good deal on a 1999...
The bracket works for lowered trucks also. You just have to role the current tag to look like a C, more or less. This is so that it will not hook or catch on curbs when parking. I have had mine like that on my lowered truck for over 4 years no problems.
If you remove your plastic bracket your bumper will have 4 holes that need to be covered. The solution is this. http://www.homedepot.com/p/Everbilt-5-16-in-Chrome-Everbilt-Hole-Plug-800374/204331367
The little fingers will need to be spread to allow for a snug fit.
For when the link is no longer...
Now crawl under your truck and remove the center bolt of the valance. It is 10mm. Insert your new "bracket" and make a mark with a marker or a center punch. Now pull it back out and drill a hole big enough for the valance bolt to pass through. This secures the "bracket".

I like this thread too. ^^^^
Here is mine, a little different. My starting point is the old plastic license plate bracket is already removed.
This is the stuff needed to do this.
Old license plate
10 mm wrench
Marker
Vise
Hammer
