What does this light mean

In the GM boardroom, circa 1992:
"We need to enhance our reputation for safety."

"We could invest money in engineering more crash protection into our vehicles!"
"We could spend some funds on improved airbag systems!"
"It might cost a little, but we could improve the handling and braking!"

"That all costs money. How about we just wire the headlights to stay on all the time and call it a safety innovation?"

If I recall correctly (yeah right) the Canadians had/have a law requiring DRL's.So GM in their wisdom just stuck it on all the trucks.Maybe one of our Northern friends can chime in and give us the scoop.
