What controls the side front headlights?

I tried having the high beams on and off, but noticed the side headlights weren't coming on:

Seems unlikely both bulbs would be out, but I'm not sure?

That is the way they work from the factory. With the high beams on the low beams go off the low beams are the ones on the outside the high beams of the ones on the inside. You can do the four high modification to wire in a relay to have all four of them come on at the same time.
