So, without pressing the hazard button the turn signals will not work but when I press the brake pedal the hazards come on but are not blinking.

Are you referring to the indicators? Like you press the brake pedal and power backfeeds to the instrument cluster, illuminating the green indicators on your dash?

Or are you saying pressing the brakes lights up the front turn signal bulbs?

Either of those would indicate a bad ground.

If I press the hazard button and the hazard lights do not blink but at this point the turn signals work. I don't know how else to explain it.

That would suggest a defective hazard flasher. The '95 has them separated. Just like my '95 2500, the hazard flasher is in the power distribution node, inside floor by your left foot
The turn signal is behind the knee board, just left of the ashtray.
