My 1999 Tahoe has never had an awesome brake pedal with the engine running. When the trucks off and no vacuum supplied to the master, it feels like a firm pedal. I've heard a rumor that these trucks have a sensor that decides how much vacuum the booster gets and when it goes bad it overboosts all the time... Is this real? If so, where is it? Can I replace it? If not can I bypass it?

Might be thinking of the EVO system for the steering. It would “overboost” the assist and make your steering real twitchy.

First Guess: Time to PROPERLY bleed the brakes, including using a scan tool to bleed the ABS.
