its leaking around the cover ive tried rtv and a actual gasket but it still leaks a little bit. wtf is the problem here.

Surfaces not clean enough, possible bent cover.

Yeah, remove cover and scrape both mating surfaces clean. Check for pitting on the surface of the housing, and set cover down on a known-perfect flat surface with a flashlight under the cover....now slowly spin cover to see if you can see any light showing through.
