Will one set of supports (legs) from the drivers bucket work on a bench from a 1991? If it will bolt up, how about the spring mechanism to make it go back and fork?

No. The inner risers (supports, brackets, legs, uprights, whatever.) are shaped different in order to compensate for the floor variances.
The spring mechanism should be installed so that they pull the seats forward. When sitting in the seat, it's easier to push the seat back against the tension of the spring, that it is to pull the seat forward.
