How do I Post Feedback??

I'm confused. Usually you see a rating next to a screen name and just click on it and find a way to post feedback for a person. But I don't see it anywhere.

There is a star symbol in the lower left corner that add to the user's reputation, it also allows you to leave feedback comments.
