Having trouble with back brakes

My back brakes on my truck are not engaging when I step on the pedal. Its really bad when I am towing my boat. If I have to stop real fast, the front tires will sometimes slide like in gravel or what not. The emergency brake works just fine. If I am on a boat ramp and forget to release my emergency brake and try to drive off, the truck will not move. I replaced all brake pads and shoes, replaced brake booster, master cylinder, all new brake fluid, brakes were bled properly, automatic adjusters and everything else was cleaned up to look new. I am at a loss. I know how to do brake jobs. The reason I did the brake job in the first place was because the back brakes werent working.

Check the proportioning valve . It will cause the problem you are having

are the rears adjusted right? if they are too far in they won't grab. My next guess would be abs crap.
